Crown Response to the Abuse in Care Inquiry Released

The Government has today released its response to the Royal Commission into Historical Abuse in State Care and in the Care of Faith-based Institutions. 

In its 2021 report, He Purapura Ora, He Māra Tipu from Redress to Puretumu Torowhānui the Royal Commission made 95 recommendations, with 138 made in its final report in 2024, Whanaketia – Through pain and trauma, from darkness to light Whakairihia ki te tihi o Maungārongo. 

Of these 233 recommendations overall, 207 are addressed to the Crown. The response plan describes what has already been done and what is planned. 

Since the two reports were published, 36 recommendations have been completed including a public apology, redress improvements and a commitment to improving the safety of state care. 

Because of the number and complexity of recommendations the Crown response will take many years. Progress on the recommendations will be reported annually.  

As disabled people, tāngata whaikaha Māori, Deaf and Turi Māori were among the groups over-represented in state and faith-based care, and as victims of abuse in care, the Ministry of Disabled People – Whaikaha has been involved in advising on the Government’s response. 

The Ministry will continue to support the work by helping redress agencies make their processes easier for disabled people to access and contributing to making the care system safer for disabled people in all State care settings.
